Covers the extra work of operating on the muscles that move the eye when that eye has already had surgery or an injury which did not itself involve those muscles. Scarring left behind makes the tissue planes harder to separate and the outcome harder to predict, so more careful dissection is needed. It is billed in addition to the eye muscle procedure itself.
