A telescope is passed along the urethra to the outlet of the bladder, and the tight ring of tissue there is cut away with an electrical loop to widen the opening. Removing that obstruction lets the bladder empty properly, relieving a slow stream, straining, or incomplete emptying. There is no incision in the skin.
